The article is devoted to the problem of congruence of similar social and legal institutions in Russian society - formal rules for holding general meetings of owners of premises in apartment buildings and the rules provided for by Federal Law No. 54-FZ of June 19, 2004 "On meetings, rallies, demonstrations, processions and picketing". The relevance of the problem under consideration is due to the fact that there are more cases of bringing to administrative responsibility residents of apartment buildings in different cities of Russia who participated in face-to-face meetings in the courtyards of their houses, which is provided for by the Housing Code of the Russian Federation.
